Ms Yong is a career public servant who has served in various agencies including Ministries of Finance, Trade & Industry, Home Affairs, Communications & IT, before becoming Permanent Secretary. She has led 4 Ministries as Permanent Secretary, in Manpower, Health, Public Service Division (PMO) and National Research Foundation (PMO), before her current appointment at MCI. An economist and MBA by training, she served as Principal Private Secretary to then Deputy Prime Minister Lee Hsien Loong, before being the founding CEO of the Infocomm Development Authority, and later on, its Chairman. She was also the founding Chairman of the Workforce Development Agency and Chairman of the Civil Service College. She presently leads the Ministry of Communications and Information which aims to build a digital economy and society, and informs and engages Singaporeans. It connects people to community, to government and to opportunity, and presents Singapore to the world. Her concurrent role in Cybersecurity aims to keep Singapore secure from cyber threats. She is Chairman of SG Innovate and Deputy Chairman of the Board of the Singapore Symphony Group.

Associate Prof Leo Anthony Celi (MIT)
Clinical Research Director, LCP MIT
Leo Anthony Celi has practiced medicine in three continents, giving him broad perspectives in healthcare delivery. As clinical research director and principal research scientist at the MIT Laboratory for Computational Physiology (LCP), and as an attending physician at the Beth Israel Deaconess Medical Center (BIDMC), he brings together clinicians and data scientists to support research using data routinely collected in the process of care. His group built and maintains the public-access Medical Information Mart for Intensive Care (MIMIC) database, which holds clinical data from over 60,000 stays in BIDMC intensive care units (ICU). It is an unparalleled research resource; over 5000 investigators from more than 70 countries have free access to the clinical data under a data use agreement. In 2016, LCP partnered with Philips eICU Research Institute to host the eICU database with more than 2 million ICU patients admitted across the United States.Leo also founded and co-directs Sana, a cross-disciplinary organization based at the Institute for Medical Engineering and Science at MIT, whose objective is to leverage information technology to improve health outcomes in low- and middle-income countries. He is one of the course directors for HST.936 – global health informatics to improve quality of care, and HST.953 – collaborative data science in medicine, both at MIT. He is an editor of the textbook for each course, both released under an open access license. The textbook “Secondary Analysis of Electronic Health Records” came out in October 2016 and was downloaded more the 100,000 times in the first year of publication. The massive open online course HST.936x “Global Health Informatics to Improve Quality of Care” was launched under edX in February 2017. Finally, Leo has spoken in 25 countries about the value of data in improving health outcomes.

Associate Professor Daniel Ting is the Director of Singapore Health Service (SingHealth) AI Program, Head of AI and Digital Innovation in Singapore Eye Research Institute (SERI), Associate Professor in Ophthalmology with Duke-NUS Medical School Singapore. At the global setting, Dr Ting serves in several AI executive committee (American Academy of Ophthalmology, USA and STARD, UK) and AI editorial boards (Nature Digital Medicine, Frontiers in Medicine and Ophthalmology). In 2017, he was also the US-ASEAN Fulbright Scholar who visited the Johns Hopkins University to deepen the AI collaboration between US and the ASEAN regions. He is the regular invited chair, moderator and invited speakers in scientific conferences and prestigious universities (e.g., Trinity College at Cambridge, Oxford University, Johns Hopkins University and etc). He has published >180 peer-reviewed papers in highly prestigious journals such as JAMA, NEJM, Nature Medicine and etc, and also 3 patents in the deep learning domains. In the recent ExpertScape ranking, he is also ranked the world’s most influential deep learning researcher across all domains in healthcare for the past 10 years (2010-2021).
For the accomplishment, Dr Ting was recognized by many top-tiered international AI and ophthalmology societies in winning many prestigious scientific awards, including the MICCAI OMIA Prestigious Achievement Award (2020), ARVO Bert Glaser Award for Innovative Research in Retina (2020), USA Macula Society Evangelos Gragoudas Award (2019). With the advancement of AI technology, Daniel hopes to harness the power of digital technology, including big data, deep learning and blockchain, to improve patients’ outcome, experience, reduce health economic burden and more importantly, narrow the gap of inequality of health care access, standard and delivery globally.Dr. Aung Myint Oo @ Jian Guo

Dr. Aung Myint Oo @ Ye Jian Guo is a Senior Consultant Surgeon in the Department of General Surgery and a Deputy Chief Medical Informatics Officer in Tan Tock Seng Hospital, Singapore.
He was awarded Health Manpower Development Plan (HMDP) scholarship to undergo his fellowship training in advance minimally invasive upper gastrointestinal surgery at Seoul National University Bundang Hospital, Korea. He is a member of international societies for endo-laparoscopic surgeons and bariatric surgeons. He is currently the executive board member and immediate past scientific chairman of the Obesity and Metabolic Surgery Society of Singapore (OMSSS). He is Chairman of Chapter of General Surgeons, College of Surgeons, Academy of Medicine Singapore, as well as member of the Communication Committee of International Federation for the Surgery of Obesity and Metabolic Disorders (IFSO). He also sits on the executive committee of SingSPEN (Society of Parenteral and Enteral Nutrition, Singapore) and is also a member of the Singapore Cancer Society Gastric Cancer Awareness Month Committee. He is actively involved in the Digital Transformation Project of ELSA (Endoscopic and Laparoscopic Surgeons of Asia) and is also the Co-Chair of ELSA's Communication & Informatics Committee.Dr Guotong Xie, PhD

Dr Guotong Xie is leading the R&D of PingAn Health Technology. Making AI as the core technology and PingAn Cloud as the foundation, PingAn Health Tech builds the end-to-end healthcare solution which includes disease prediction, smart triage and pre-diagnosis, smart imaging, clinical decision support system (CDSS) and personalized patient management. PingAn Health Tech has set up the collaboration with many provinces & city level governments and has deployed the solutions in hundreds of health providers. Before joining PingAn, Dr Xie was the director of IBM Research China cognitive healthcare department and co-lead the IBM global healthcare strategy. He has more than 15 years in Artificial Intelligence (AI) and applying the technologies in healthcare areas. He has published more than 50 papers in top international conferences and obtained more than 40 patents. He has obtained IBM outstanding awards three times and was granted the best IBMer in 2016.
Mr Chris Gough

Chris Gough is Worldwide General Manager for the Health & Life Sciences team at Intel. In this role, he leads a team of technology leaders and subject matter experts to develop solutions that use information and communication technology to transform the health and life sciences industry. He works with organizations and governments around the world to help make this digital transformation a reality. With over 15 years of industry experience, Chris brings deep healthcare and life sciences expertise along with a foundation in technology and its application to multiple industries. He’s been with Intel for over 20 years and has previously served as Chief Healthcare Solution Architect and both product and security architect in Intel’s Digital Health Division. He holds a Bachelor of Science in computer science from the University of California at San Diego.

Dr Yuan Ni, Ph.D

Dr Yuan Ni got her bachelor's degree from Computer science department, Fudan University in 2003 and her Ph.D. degree from the National University of Singapore, School of Computing at 2007. Before joining PingAn Health Tech, she was a senior research staff member in IBM Research, China. Her research expertise includes natural language processing, machine learning and semantic technology areas. In IBM, she has taken part in the Watson for Jeopardy! Project and Debater Project from 2008 to 2013. After that, she has worked on applying the technologies into the Healthcare industry. Dr Ni has published more than 20 papers in the top conferences including SIGMOD, ICDE, ISWC, WSDM, CIKM, MEDINFO, MIE and etc., and she has worked as the program committee for top conferences such as CIKM, ISWC, CSWC, APWeb and etc.

Dr. Priyadarshini is responsible for driving and implementing Microsoft’s healthcare initiatives across the region as well as developing solution offerings and strategies that meet the needs of healthcare and life science customers. She also plays a leading role in establishing thought leadership by defining and articulating the company’s vision for the future of healthcare and sharing how Microsoft technologies and partner solutions are making it a reality. Dr. Priyadarshini is passionate about empowering providers, payors, and life science companies with the right technology to enable better patient outcomes at lower costs. He also served as director of division of research and development for medical information and played a key role in billing system upgrade, mobile EMR solution development, and system performance index upgrade. He also received award from Ministry of Education, Science and Technology for developing and implementing RT PACS solution.
